The Fiji Police Force
The Fiji Police Force (FPF), as established under the 2013 Constitution of the Republic of Fiji, is a disciplined force responsible for law enforcement and includes the Office of the Commissioner of Police. With a total strength of 5,483 personnel, the Force is organised across five divisions and several specialised units. The FPF has a long history of participation in United Nations peace operations, serving alongside the Republic of Fiji Military Forces (RFMF). Current contributions include the deployment of Individual Police Officers to the United Nations Interim Security Force for Abyei (UNISFA) and the United Nations Mission in South Sudan (UNMISS).
The Fiji Police Force (FPF) has a long history of integrating women officers, beginning with the establishment of a Women’s Constabulary Division in 1968. Over the years, the FPF has strengthened its commitment to gender inclusion through dedicated leadership training for women officers and the establishment of a Women’s Advisory Network, active for over 20 years and connected to the Pacific Islands Chiefs of Police (PICP) Women’s Advisory Network. While the proportion of women in the Force has steadily increased, the FPF recognises that ensuring their meaningful participation across all ranks and roles, both within the institution and in peace operations, is vital to enhancing Fiji’s overall contribution to international peace and security.
Project Overview
In line with its commitment to promoting the advancement of women in the FPF, this project marks the first systematic assessment of barriers and opportunities within the Force, including those related to values, norms, perceptions, behaviours, and practices of individuals, as well as the institutional cultures and group dynamics that shape them. The FPF aims, through the completion of the MOWIP Barrier Assessment, to understand not only how to increase the representation of women within the Force and in United Nations peace operations, but also what measures are needed to ensure that women:
1.Contribute to and are included in all aspects of operational and mission planning and decision-making processes 2.Hold operational command and leadership positions, including in non-traditional and non-stereotypical roles 3.Have equal access to training, promotion, and career advancement opportunities as their male colleagues 4. Serve in positions that correspond to their training, rank, and area of expertise; and 5. Work in an environment free from all forms of harassment, bullying, and intimidation. Grounded in the evidence-based recommendations emerging from the MOWIP Barrier Assessment’s findings, the FPF seeks to develop a Strategic Roadmap for institutional equity, aimed at advancing gender-responsive reforms, strengthening leadership pathways for uniformed women, and ensuring inclusivity across all levels of the Force and its participation in UN peace operations.

Results and Impact
This project aims to enhance the FPFs understanding of the factors that hinder or enable the participation and leadership of uniformed women within the institution and in United Nations peace operations. Drawing on the evidence and insights generated through the MOWIP Barrier Assessment, the FPF will develop a Strategic Roadmap to address identified barriers and capitalise on opportunities to strengthen and advance the role, leadership, and meaningful participation of women officers in the police force and in peacekeeping deployments.
