Third Programming Round
The Elsie Initiative Fund’s third programming round was launched on the 31st of March 2023, with calls for Letters of Interest (LOI) due to the EIF Secretariat by the 8th of September 2023.
The response to the EIF’s third call for LOIs was positive with a total of 30 LOIs received from:
- 22 Troop and Police Contributing Countries (T/PCC)
- 28 Security Institutions:
- 18 Military
- 10 Police
- 13 African T/PCCs, 1 Oceania T/PCC, 1 European T/PCC, 2 Asian T/PCCs and 5 Latin American and Caribbean T/PCCs
- 3 UN Peacekeeping Missions
On the 11th of January 2024, the EIF Steering Committee agreed on a total allocation of US $12.0 M for the third programming round, and invited 10 Military and 7 Police institutions from 13 T/PCCs, as well as 2 UN Peacekeeping Missions, to submit a detailed project proposal (18 project proposals total), as follows:
- 11 security institutions from 9 T/PCCs to undertake a Barrier Assessment using the DCAF – the DCAF – the Geneva Centre for Security Sector Governances Measuring Opportunities for Women in Peace Operations (MOWIP) methodology
- 6 T/PCCs for flexible project funding
- 2 UN Peacekeeping Missions for flexible project funding
