Second Programming Round


The Elsie Initiative Fund’s second programming round was launched on the 28th of April 2021, with calls for Letters of Interest (LOI) due to the EIF Secretariat by 31 July 2021.

The response to the EIF’s second call for LOIs was positive with a total of 20 LOIs received from:​

  • 16 Troop and/or Police Contributing Countries (T/PCC)
  • 8 African T/PCCs, 1 Asian T/PCCs, 5 Latin American T/PCCs
  • 2 UN organizations including the UN DPO, UN Institute for Training and Research (UNITAR) and two United Nations​ peacekeeping missions
  • 9 Military and 9 Police.

On the 16th of September 2021, the EIF Steering Committee invited 11 T/PCCs and 2 UN organisations to submit a detailed proposal:

8 T/PCCs to undertake the DCAF – the Geneva Centre for Security Sector Governances Measuring Opportunities for Women in Peace Operations (MOWIP) methodology

5  for Flexible Project Funding projects

  • Ghana Armed Forces
  • Uruguay Armed Forces
  • Zambia Police Service
  • MINUSMA
  • UNIFIL

The Steering Committee agreed a total allocation of US $9.2 M for the second programming round; this was increased by $1M to $10.2M at the 11 April 2022 Steering Committee meeting.
