These pages bring together research funded by the Government of Canada under the Elsie Initiative.
Working with a range of research institutions, Canada’s Elsie Initiative has supported targeted research on women’s participation in United Nations peace operations. Outputs include Measuring Opportunities for Women in Peace Operations (MOWIP) barrier assessments, as well as reports, policy briefs and case studies.
During its Pilot Phase (2017–2022) and Phase Two (2022–2027), Global Affairs Canada has partnered with these institutions to produce this work.
The Elsie Initiative Fund (EIF) hosts this collection as a central repository to support access to these publications, including research supporting the development and application of the Measuring Opportunities for Women in Peace Operations (MOWIP) methodology.
The collection also includes DCAF’s article From Assessment Tool to Strategic Lever – Using the MOWIP Assessment to Strengthen WPS-NAPs, which explores how MOWIP findings can inform Women, Peace and Security National Action Plans.
Two institutions — DCAF – Geneva Centre for Security Sector Governance and Cornell University’s Gender and Security Sector Lab — also act as technical partners supporting the implementation of EIF-funded MOWIP assessments.
