The Measuring Opportunities for Women in Peace Operations (MOWIP) methodology is a research-based assessment tool developed by DCAF – Geneva Centre for Security Sector Governance and Cornell University’s Gender and Security Sector Lab (GSS Lab) under Canada’s Elsie Initiative for Women in Peace Operations. MOWIP helps military and police institutions identify and understand the barriers and opportunities that affect women’s meaningful participation in United Nations peace operations. Through a comprehensive assessment of ten issue areas, the methodology generates evidence that can inform institutional reform, policy development, and practical action across recruitment, training, deployment, leadership, working conditions, and accountability. The methodology, toolbox, and supporting resources are publicly available at no cost, enabling security institutions, researchers, and practitioners to apply the approach in their own contexts.
