The Republic of Togo Police

Togo is an active Police-Contributing Country (PCC) to United Nations peace operations, regularly deploying both individual police officers and formed police units. Personnel from the Ministry of Security and Civil Protection have served in missions such as the United Nations Multidimensional Integrated Stabilisation Mission in Mali (MINUSMA), the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), and the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) contributing to international peace and security efforts. These deployments reflect Togo’s broader commitment to multilateralism and the country’s engagement with global peacekeeping frameworks. 

Togo has made gradual progress in integrating women into its national police and gendarmerie. The first female police commissioners and officers were recruited in 2005, followed by the inclusion of women in the Gendarmerie in 2007. Togolese women have since deployed as individual police officers in UN peacekeeping missions. However, structural challenges persist around recruitment, career progression, and operational integration. These efforts are supported by Togo’s National Action Plans on Women, Peace and Security, first adopted in 2011 and renewed for the period 2018–2022, which aim to strengthen women’s participation in peace and security processes and promote gender-sensitive reforms in the security sector. 

Project Overview

This project will involve the conduct of a comprehensive barrier assessment on the Togo Police using the DCAF – Geneva Centre for Security Sector Governance Measuring Opportunities for Women in Peace Operations (MOWIP) barrier assessment methodology.  The research is conducted by the Centre Autonome d’Études et de Renforcement des Capacités pour le Développement au Togo (CADERDT) in collaboration with DCAF, using Partnership model C. 

The assessment will aim to:
1. Identify the main barriers to women’s meaningful participation within the ten issue areas outlined in the MOWIP methodology; 
2. Identify existing good practices within the Togo Police that can be leveraged, scaled up, or shared more broadly; 
3. Formulate a set of evidence-based recommendations for future activities to increase the participation of Togolese women in United Nations Peace Operations;  
4. Provide a baseline to measure progress in overcoming barriers to women’s participation.

Results and Impact

This project will use the MOWIP barrier assessment methodology to identify obstacles to women’s participation in the Togo Police and their deployment to UN peace operations. The findings will expand knowledge of these barriers, guide the development of strategies to overcome them, and provide critical data for creating policies that promote gender equality within the security services.
